If there is something unique about each user, than you should be able to do it. If the users name is in the window title, than you could use a Window Title activation. You may also be able to use a Control Activation if the user has certain options that other users do not have.

 

If you want to launch the program with a macro, you could even set it up with a Multiple Choice menu at the beginning for the user to select their name or security level and then have the macro run the appropriate commands according to their input.
