As I understand it a modifier key like CTRL, Shift, or Alt only apply to the next key used in concert. IE "<CTRL>a" does not send a CTRL and an "a" separately. Since it only applies to the next key if you want to hold the CTRL key down for more than one in a series like CTRL-A-B then you need to use the CTRLD+A+B+CTRLU.
