Is at http://www.windows-spy.com/ It's similar to the Process Explorer Windows Power Toy but is specific to individual windows. If you right-click a windows name there is an option to "highlight window" which is kind of interesting. The "system requirements" lists XP, but I've been using it on Vista too.
